在市委组织部的统一安排和精心组织下，我于20XX年9月底到浮山县响水河镇进行挂职帮扶工作。根据镇扶贫工作的总体需要，在赵玉虎书记、李学兵镇长等领导的关心、支持、领导下，以及响水河镇扶贫工作站的同事们的团结、帮助、鼓励，协作下，我积极投身到响水河镇的扶贫工作中，与当地干部、群众打成一片，动真情，扶真贫，在各方面都得到了提高和锻炼。现将三个月来的工作情况汇报如下。

一、认真学习理论，为搞好扶贫工作打好基础

1、 Study Theory Seriously and Lay a Good Foundation for Poverty Alleviation

一是认真学习中央领导在新世纪中央扶贫工作会上的讲话，特别是党的十九大报告明确提出：“坚持精准扶贫、精准脱贫，坚持中央统筹省负总责市县抓落实的工作机制，强化党政一把手负总责的责任制，坚持大扶贫格局，注重扶贫同扶志、扶智相结合，深入实施东西部扶贫协作，重点攻克深度贫困地区脱贫任务，确保到二0二0年我国现行标准下农村贫困人口实现脱贫，贫困县全部摘帽，解决区域性整体贫困，做到脱真贫、真脱贫。”使我更深刻领会中央关于作好新世纪、新阶段扶贫工作的重要意义，增强了搞好扶贫工作的信心和使命感。

二是尽快掌握和熟悉了党中央、国务院有关减轻农民负担、稳定和完善农村土地承包和进行农村税费改革试点工作等方面的方针、政策。由于工作上的关系，到响水河参与扶贫工作以前，对上述方面的政策了解不透彻，为了适应新的工作环境，在参加县、镇统一组织学习的基础上，我仔细阅读有关文件，将重要的内容抄录在记事本上，以备工作所需。

二、收获和体会

2、 Gains and experiences

（一）认识了现状，净化了心灵

（1） Understand the status quo and purify the mind

响水河镇位于浮山县西南约10公里，省道临翼公路45公里处，东枕司空山，西靠月山岭，南拥二峰山，北毗西佐岭。是浮山县南部经济、文化、商贸经济中心。因古石桥下有水冲如响铃之声而得名，有浮山小江南之美誉。东西长约16公里，南北宽约30华里，属凹川兼丘陵地理特征。地形特点：沟壑纵横、丘陵起伏。全镇辖有16个村委会，72个自然村，总户数4100户，总人口16000余人，国土面积131平方公里，耕地面积42000余亩，荒山荒坡50000余亩，水浇地面积2720亩，森林覆盖面积为20%左右。但是，全镇基础设施落后，农民的素质不高，思想意识封闭。经过改革开发十多年的发展和国家对浮山县经济长期的扶持，以及有关部门的对口扶贫，全镇农村面貌发生了很大变化。农民基本解决了温饱问题，全镇100%行政村实现了通电、通油路、有些村还用上了自来水，有线电视、网络覆盖率达也逐年增长。这些事实充分说明，只有在社会主义的中国才可能解决广大农民温饱问题，也惟有中国共产党才能代表最广大人民的根本利益，尤其是弱势群体利益。

Xiangshuihe Town is located about 10 kilometers southwest of Fushan County, 45 kilometers away from the wing highway of the provincial highway, with Sikong Mountain in the east, Yueshan Mountain in the west, Erfeng Mountain in the south and Xizuo Mountain in the north. It is the economic, cultural and commercial economic center in the south of Fushan County. It got its name from the sound of water rushing like a bell under the ancient stone bridge. It has the reputation of Fushan Xiaojiangnan. It is about 16km long from east to west and 30li wide from south to north, which is characterized by concave and hilly terrain. Terrain features: ravines and rolling hills. The town has 16 village committees, 72 natural villages, 4100 households in total, 16000 people in total, 131 square kilometers of land area, 42000 mu of arable land, 50000 mu of barren mountains and slopes, 2720 mu of irrigated land, and about 20% of forest coverage. However, the town's infrastructure is backward, the quality of farmers is not high, and their ideology is closed. After more than ten years of reform and development, long-term national support for the economy of Fushan County, and counterpart poverty alleviation by relevant departments, the rural landscape of the town has changed greatly. Farmers have basically solved the problem of food and clothing. 100% of the administrative villages in the town have access to electricity and oil roads. Some villages have also used tap water. Cable TV and network coverage have also increased year by year. These facts fully show that only in socialist China can we solve the problem of food and clothing for farmers, and only the CPC can represent the fundamental interests of the overwhelming majority of the people, especially the interests of vulnerable groups.

在下乡中，看到的乡镇干部无论是工作条件还是生活条件实在是太差了，许多乡政府都没有一座象样的办公楼，大部分乡镇的各站所没有独立办公场所，都挤在政府的院子办公。大部分乡镇没有可以自主支配的财力，干部只能拿到“光身”工资（工龄、基本、职务、级别）。而其从事工作压力又非常大，许多矛盾都交织到乡镇。通过亲眼所见，真实地体验到基层干部的艰辛，我们党的事业的发展得益于这样一大批默默无闻的基层干部。和他们相比，我们在市里工作的环境、条件和待遇实在太好了，没有理由不搞好自己的本职工作。

In the countryside, the working and living conditions of the township cadres are very poor. Many township governments do not have a decent office building, and most of the stations in the villages and towns do not have independent office space. They are crowded in the courtyard of the government. Most villages and towns have no financial resources that can be independently controlled, and cadres can only get "naked" wages (length of service, basic level, position, level). However, its work pressure is very high, and many contradictions are intertwined to villages and towns. The development of our Party's cause benefits from such a large number of unknown grassroots cadres. Compared with them, the environment, conditions and treatment of our work in the city are so good that there is no reason not to do our own job well.

经过一段时间在基层的的工作和生活，无论是饮食习惯、气候条件、工作条件都对我是个考验，进一步培养了我吃苦耐劳的意志和甘于寂寞、自觉学习的毅力，下乡调研中能做到沉得下、蹲得住。在决策能力、综合协调能力、组织活动能力、交际能力等多方面均得到锻炼。

总之，我挂职学习的时间虽然比较短，但是收获很大。我有决心、有信心珍惜今后的挂职锻炼机会，努力学习，勤奋工作，过好生活关、语言关、学习关和工作关，在学习中提高能力，在实践中锻炼自己，进一步解放思想，发挥个人的主观能动性，提高综合素质，圆满完成挂职任务，以优异的成绩向市委和临汾一中交一个满意的答卷。

农科院挂职的半年匆匆过去，虽然短暂但是收获颇丰。在挂职期间，我的导师是省农科院食品科学研究所所长、国家大宗蔬菜产业技术体系岗位科学家包崇来，他也是马桥街道民盈蔬菜有限公司的首席专家。说真的，水利专业的我去学习蔬菜种植，让我倍感压力。半年来，我克服各种困难，在做好本职工作基础上，我穿梭于农科院乔司基地和民盈蔬菜有限公司两地，跟着包老师学习茄子的种植。今年民盈蔬菜基地引进了茄子新品种“浙茄10号”，在此期间，针对公司种植过程中出现的问题，我及时和包老师沟通寻求解决办法，保证基地蔬菜正常产出。学习锻炼结束了，但作为一个非专业的基层农技人员，我要学的还有很多，希望自己以这次挂职锻炼为契机，不断学习，为农服务，为乡村振兴出力。
